Haryana's EV Tax Waiver Goes Live: 100% Exemption Up to ₹30 Lakh
Haryana is now implementing its revised EV motor vehicle tax exemption, offering a 100% waiver for EVs priced up to ₹30 lakh and 50% for those above ₹30 lakh. The vehicle must be purchased from a dealer in Haryana.
Haryana's EV tax incentive has moved from paper to practice. A gazette notification dated 30 July 2026 from the state's Transport Department formally notified the revised motor vehicle tax exemption, and the benefit is now being implemented on the ground by dealers and RTOs for new registrations.
The notification, issued under Section 3 of the Haryana Motor Vehicles Taxation Act, 2016, covers electric two-wheelers, three-wheelers, including autos and e-rickshaws, and four-wheelers. The exemption is linked to the vehicle's ex-showroom price.

This means eligible EVs priced up to ₹30 lakh get a complete motor vehicle tax exemption, while those above ₹30 lakh receive a 50% exemption. The ₹30 lakh threshold covers a large share of the current EV market, making the full waiver relevant to a substantial number of buyers.
The same order also provides a 20% motor vehicle tax rebate for CNG vehicles purchased from Haryana. The notification has been signed by Dr. Raja Sekhar Vundru, Additional Chief Secretary, Transport Department, Haryana.
The Haryana Dealer Condition
There is an important catch for EV buyers. The vehicle must be purchased from a dealer in Haryana to qualify for the exemption.
So, simply registering an EV in Haryana does not automatically make it eligible. If the vehicle is purchased from a dealer outside the state, buyers should not assume that they will receive the Haryana tax benefit when registering it.
The exemption is applied at the time of registration, making the dealer's location an important part of the eligibility conditions.
What About EVs Purchased Before the Order?
The notification does not clearly establish whether the exemption applies retrospectively to vehicles purchased before 30 July 2026.
For someone who bought an EV shortly before the notification but has not yet completed registration, the answer should therefore not be assumed either way. Buyers should check with their dealer or the concerned RTO to confirm whether their purchase qualifies.
Haryana Still Trails Delhi and UP
The policy comes as Haryana's EV registrations remain well behind those of its neighbours. The registration figures being compared show:

Haryana's 931 registrations are significantly below Delhi's 13,513 and Uttar Pradesh's 10,028. That is a notable gap for a state located between two of North India's major EV markets.
The tax exemption gives Haryana a direct price-side lever to address that gap. For buyers, removing motor vehicle tax can immediately reduce the upfront on-road cost of an eligible EV, without requiring changes to the vehicle itself.
Whether that translates into higher EV registrations is the bigger question. The tax benefit can improve the upfront economics, but charging infrastructure, vehicle availability, financing and consumer confidence will continue to influence adoption.
For now, the takeaway for buyers is straightforward: 100% motor vehicle tax exemption for eligible EVs up to ₹30 lakh, 50% above ₹30 lakh, and the vehicle must be purchased from a Haryana dealer. If the purchase was made before the 30 July order, check with the dealer or RTO before assuming the exemption applies.
With the policy now being implemented on the ground, Haryana's registration numbers over the coming months will show whether a lower upfront cost can help the state close some of its EV gap with Delhi and Uttar Pradesh.
